We’re looking for a solution that would allow our users to easily surface content on a specific page which contain links to release note documents. 

What we would like is a search tool that will find results in these documents and then take you directly to that spot on the page where the result was found. Right now, we can add a search to a Microcourse, but it will just show users the page the result it found on, which isn't very helpful if you are looking for a specific release note on a long page of notes.

We cannot execute custom HTML on page because of content securituy policies. 

Are there another OOTB content or object type that would provide this outcome, or a plug-in, or any other custom solution your team can think of?
