Today, learners can buy content from the catalog only to find out AFTER purchase that they have not met the pre-req and therefore cannot actually consume the content they purchased.

If a learner has not met a prerequisite, they should be blocked from purchasing that content. At the very least, a warning should pop up letting them know they haven’t met the prerequisite and will be blocked from accessing their purchase until they do. 

As TI functions today, it creates potential nightmares for customer service teams who will have to end up refunding because the user was misled into buying something they couldn’t use.
