In order to provide a message to learners after they have completed a quiz page, you have to provide a passing mark.

Quizzes are also used for knowledge attainment, not necessarily knowledge retention. Please provide the option of showing a (concluding) message without the learners having to pass/fail a quiz.
Setting the passing rate to 1% for a message to show is lowkey insulting to the learners.
