In the absence of the Global Resource Library being less global and more functional for selecting local resources to add, it would be a great addition for efficiency in the course-level Resource Library if we could pick multiple files from the CAM and/or upload multiple files in a single action when adding downloadable files to the library. 

I am tagging this suggestion as a likely solution to the issue of managing global and local resources.
